In Seattle Public Schools, only 1.6 percent of kids in gifted-education programs are black, though black kids represent more than 15 percent of the overall student population.

But across the country in Miami-Dade County Public Schools, a different approach to identifying highly-capable students has helped build more diverse gifted programs.
